Description and Desired Qualifications

CH2MHILL is a major partner to the Federal Emergency Management Agency (FEMA) supporting its mission under various prime and/or sub-prime contracts for Public Assistance, Individual Assistance, Hazard Mitigation Assistance, and Risk Analysis.

For the Public Assistance program (see http://www.fema.gov/government/grant/pa/index.shtm), we support recovery operations primarily for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly-owned facilities, such as roads, bridges, municipal buildings, police and fire stations, water/wastewater treatment plants, etc., including Private Non-Profit facilities such as hospitals. Our staff perform a variety of functions, including conducting preliminary damage assessments (PDAs) in the field with Federal, State and local officials, and writing Project Worksheets for the purposes of determining project eligibility, scopes of work and estimating costs to repair, replace or restore a facility to its pre-disaster condition.

We are currently seeking individuals who have prior FEMA disaster response and recovery experience and/or PA training in one or more of the following PA roles:

  • Public Assistance Crew Leaders (PACs)
  • Project Specialists (PSs)
  • Debris Managers, Specialists and Monitors
  • FEMA-certified Trainers
  • Hazard Mitigation Specialists (Sections 404 and 406)
  • Long Term Community Recovery (LTCR) Program Specialists
Specific FEMA Labor Categories that we are seeking would include the following:
Civil Engineer; Structural Engineer; Architect; Construction Inspector; Engineering Technician; Estimator; General Planner; Soils/Geotechnical Engineer; Environmental Planner; Insurance Specialist; Sanitary Engineer; GIS Specialist; Electrical Engineer; Environmental Engineer; Mechanical Engineer; Accountant; Architectural Historian; Certified Public Accountant; Coastal Engineer; Computer Specialist; Financial Analyst; Health Scientist; Historical Architect; Landscape Architect; Archaeologist; Geologist; Hydrologist; and others, including: Appraiser; Arborist; Biologist; Chemical Engineer; Draftsman; Horticulturist; Surveying Technician; Surveyor; Telecommunications Specialist; and Wetlands Specialist

Locations will vary depending on where the task order is, so as long as you are open to travelling to the site for the duration of the task order, your home location is where you'll be alligned to.

Basic Qualifications

Individuals who have their Professional Engineer (PE) license (or similar certification) and that have FEMA Public Assistance classroom training for PACs and PSs and/or applicable FEMA Independent Study classes (e.g. IS-634, Introduction to FEMA's Public Assistance Program) are highly preferred. Prior FEMA PA, IA or HMA disaster response and recovery experience and/or PA training is required.

Selected candidates for the FEMA assignments must be U.S. citizens, able to pass an FBI background check, mobilize within 24-48 hours, commit to a minimum 90-day assignment and be capable of working under potentially harsh and remote conditions. Due to the nature of the work, selected candidates need to have excellent client communication skills and be adept in the use of Microsoft Office products such as Word and Excel. The initial work for FEMA is expected to be 10-12 hours per day, 6-7 days per week. Rotations home of 3-5 days, approximately every 30 days or so, are provided to each deployed staff as approved by FEMA management.
